为深入贯彻国家认监委2026年第2号公告要求,严格落实认监委近期关于规范管理体系认证活动、提升认证有效性的重要指示,掌握新版5项管理体系认证规则核心内涵,切实压实认证机构主体责任,2026年3月12日至13日,北京华夏钜星质量认证有限公司(HJC)委派人员参加国家市场监督管理总局认证认可技术研究中心(简称:市场监管总局认研中心)组织的新版认证规则解读暨能力提升专项培训,全力筑牢质量认证公信力,推动认证服务高质量发展。
本次培训紧扣《环境管理体系认证规则》等5项新版管理体系认证规则核心要求,对标认监委加强认证规则管理的相关规定,设置通用要求解读、特定要求剖析、现场互动交流三大模块,以线下集中授课形式,全维度讲解规则制定背景、条款修订细节、实践应用要点及合规风险防控,内容兼具专业深度与实操指导性,助力认证机构精准把握新规要义,规范认证全流程操作。
作为深耕质量认证领域的专业机构,HJC始终坚守认证机构主体责任,严格遵循《中华人民共和国认证认可条例》《认证机构管理办法》等相关规定,将专业能力建设与规范化运营放在首位。此前,在新版规则实施过渡期内,HJC已于2026年1月完成内部及获证客户的首轮新规宣贯,明确四大实施目标,提前布局规则落地筹备工作。此次主动参与市场监管总局认研中心组织的专项培训,是公司深化新规学习、紧跟行业监管导向、践行合规经营理念的重要举措,旨在通过权威解读,推动公司认证工作与新版规则无缝衔接,确保认证活动全程合规、认证结果真实有效。
培训期间,HJC参训人员严格遵守培训要求,全程认真学习新规通用要求与专项条款,重点掌握五大体系认证规则的差异化实施要点、审核流程规范及人员能力要求,深入领会认监委关于“杜绝认证‘走过场’、打破‘两张皮’现象”的监管导向;在互动交流环节,与行业专家、同行围绕认证全流程实操规范、行业共性合规问题、获证企业管理体系优化等内容展开深度探讨,积极借鉴先进实践经验,力求将所学知识全面转化为实际工作能力,融入公司认证服务全流程,切实提升认证服务专业性与合规性。
此次培训是HJC强化外部学习、深化内部能力建设、落实监管要求的重要一步。后续,公司将以此次培训为契机,严格落实认监委关于认证机构加强规则学习培训的要求,完善新规学习与内部宣贯机制,由参训人员开展全员内部转训,结合此前制定的实施方案细化岗位职责、优化认证流程,建立认证规则动态维护机制,全面提升整体认证服务能力和人员专业素养,确保各项认证活动严格符合国家最新规则要求,主动接受监管部门监督。

To fully implement the requirements of the CNCA Announcement No. 2 of 2026 and earnestly follow the recent important instructions issued by the Certification and Accreditation Administration of the People’s Republic of China (CNCA) on standardizing management system certification activities and improving certification effectiveness, as well as to grasp the core connotations of the five newly revised management system certification rules and effectively strengthen the primary responsibilities of certification bodies, Beijing Huaxia Juxing Quality Certification Co., Ltd. (HJC) dispatched staff to participate in the special training on interpretation of the new certification rules and capability improvement organized by the Certification and Accreditation Research Institute (CARI) of the State Administration for Market Regulation (SAMR) from March 12 to 13, 2026. The training aimed to further consolidate the credibility of quality certification and promote the high-quality development of certification services.
Centering on the core requirements of the five newly revised management system certification rules including the Certification Rules for Environmental Management Systems, and in alignment with the relevant provisions of CNCA on strengthening the administration of certification rules, the training consisted of three modules: interpretation of general requirements, analysis of specific requirements, and on-site interactive exchanges. Through offline intensive lectures, the training covered in full dimensions the background of rule formulation, details of clause revision, key points for practical application, and compliance risk prevention and control. The content was highly professional and practically instructive, helping certification bodies accurately understand the essence of the new regulations and standardize the entire certification process.
As a professional institution deeply engaged in the field of quality certification, HJC has always adhered to its primary responsibilities as a certification body, strictly complied with the Regulations of the People’s Republic of China on Certification and Accreditation, the Measures for the Administration of Certification Bodies and other relevant provisions, and prioritized professional capacity building and standardized operation. Earlier, during the transition period for the implementation of the new rules, HJC completed the first round of internal promotion and training on the new regulations for its staff and certified clients in January 2026, clarified four major implementation objectives, and made advance arrangements for the implementation of the rules. Taking the initiative to participate in this special training organized by CARI of SAMR is an important measure for the company to deepen the study of new regulations, keep abreast of industry regulatory guidelines, and practice the philosophy of compliant operation. Through authoritative interpretation, HJC aims to achieve seamless connection between its certification work and the new rules, ensuring full compliance of certification activities and authenticity and validity of certification results.
During the training, HJC participants strictly observed the training requirements, earnestly studied the general and special provisions of the new regulations throughout the process, and focused on mastering the differentiated implementation points, audit process specifications and personnel competence requirements of the five system certification rules. They also thoroughly understood the regulatory orientation of CNCA to “put an end to superficial certification and eliminate the ‘two-layer skin’ phenomenon”. In the interactive session, they conducted in-depth discussions with industry experts and peers on practical specifications for the entire certification process, common industry compliance issues, and optimization of management systems for certified enterprises, and actively learned advanced practical experience. The company strives to fully translate the knowledge acquired into practical work capabilities, integrate it into the entire certification service process, and effectively improve the professionalism and compliance of certification services.
This training represents an important step for HJC to strengthen external learning, deepen internal capacity building, and implement regulatory requirements. Going forward, the company will take this training as an opportunity to strictly implement the requirements of CNCA for certification bodies to strengthen rule study and training, improve the mechanism for learning and internal promotion of new regulations, and carry out internal re-training for all staff by the participants. Combined with the previously formulated implementation plan, HJC will refine job responsibilities, optimize certification processes, establish a dynamic maintenance mechanism for certification rules, and comprehensively improve its overall certification service capacity and professional competence of personnel, ensuring that all certification activities strictly comply with the latest national rules and take the initiative to accept supervision by regulatory authorities.
